Afraid of Sikhs, Congress set up Eradi Tribunal on Ravi-Beas Waters in 1986, just for the asking !
The Centre blackmailed Tamilnadu from 1972 and arm twisted it to withdraw the case filed by it in the Supreme Court on Cauvery Waters issue.
It was withdrawn as per the decision of an all party meeting.
Then there was a meeting of the Chief Ministers of all the Southern states on 31.05. 1972, in which status quo was agreed to be maintained.
The quantum of water to Tamilnadu was 489 TMC as per that agreement.
But, the flow to Tamilnadu was gradually reduced every year, by Karnataka which went on constructing dams after dams, without the concurrence of Tamilnadu and without the approval of the Centre.
But, Karnataka was not pulled up by the centre, which was a guarantor of the agreement dated 31.05.1972.
Tamilnadu was not allowed by the mischievous central rulers, to file the case again in the Supreme Court.
But, at the same time those mischievous elements did not prevent Karnataka from obstructing water flow to Tamilnadu.
Construction of such dams without the concurrence of the lower riparian states was a crime, as per the Inter-State Water Disputes Act, 1956 and as per international law.
In any other nation, this would result in war.
Even Deve Gowda had said it in respect of Cauvery waters and Krishna Waters.
But, the Centre was dragging on its decision to set up Tribunal on Cauvery to allow Karnataka to construct as much dams as possible.
When the mischievous centre was indulging in such an organised crime of tying the hands of Tamilnadu and allowing Karnataka to hit the Tamils below the belt, by allowing it to construct more and more dams during the period from 1972 for about two decades, the valiant Sikhs of Punjab, got their demand for setting up a Tribunal on Ravi-Beas Waters just for the asking.
The fear of Congressmen towards the Sikhs made it to announce the setting up of the Tribunal and converting it later as a multimember Tribunal.
It was only in 1990, when V.P.Singh came to power, Tribunal was set up for Cauvery Waters. And, the advocates from Tamilnadu put goals on the same side and conspired against Tamilndu, without marshalling proper facts about the case. So, instead of its traditional right to have major share in the Cauvery waters, these inimical forces made the Tribunal decision a comedy (Or, is it tragedy?) and Tamilnadu got only measly share.
Yet, Karnataka is pretending that it is the victim.
Those who stole Tamilnadu's share of waters are indulging in arson and looting against Tamils.
The centre which is acting in a partisan manner instead of acting as an umpire, (as mentioned by Prof. T.S.Ramarao) is now, actively working against Tamilnadu in the Supreme Court also.
Eradi Tribunal gave its report within six months.
And the Award was enforced, unlike the decisions of the Supreme Court which are treated with utter contempt by the Karnataka and the Centre.

Ms. Jayalalitha, the Chief Minister of Tamilnadu, does not represent the entire Tamilnadu !
The ADMK as a political party was and is functioning in a style unbecoming of a political party in a democratic set up. Its founder Mr. M. G. Ramachandran never had allowed intra-party elections and even opposed the directives of the Election Commission, on that issue. But, when he came to know that he could not escape those directives, he stopped the nomination process and started having intra party election. He established and ran the party encashing on his hold over his fans. His party, then, was a party of fans.
But, Ms. Jayalalitha has inducted the slavish culture in the party, which is being derided by the world, as the party of slaves, who do not have any right even to display their photographs in the advertisements and hoardings put up by them.
The concern of Tamils, however, is that because of this culture, ordinary people are not able to voice their problems to the party functionaries hoping that they would take it to the notice of their leader.
Moreover, she does not hold all party meetings to ascertain the opinion of the other political parties too on various important issues like the GAIL, the Cauvery, the Methane problem, etc., even when the other states are convening such all-party meetings on such important issues.
But, the fact is that she does not represent the entire Tamilnadu.
Hon’ble Supreme Court has, in Kesavananda Bharathi case, (1973) 4 SCC 481, said “….Therefore, the contention on behalf of the Union and States that two-thirds of members in the two Houses of Parliament are always authorized to speak on behalf of the entire people of this country is unacceptable”.
“Justice Hegde is saying, in the context of the limits of constituent power, that the constitutionally prescribed majority is neither representative of the entire people nor can it authoritatively speak for the people. The scope of this political assertion is so wide as to strike at the very roots of the idea of the representative government” (Page 24 – The Indian Supreme Court and Politics – Upendra Baxi – Eastern Book Company – 1979).
Ms. Jayalalitha, the Chief Minister of Tamilnadu, must, therefore, convene the meeting of all the political parties of Tamilnadu and arrive at a consensus on the Cauvery issue.
The people of Tamilnadu are concerned about it, as her stand affect them adversely.

Mahanadi Vs. Cauvery !
What the people of Odisha are doing sincerely, now, has not been done by the foolish Tamils so far.
Odisha is the lower riparian state on the banks of the river Mahanadi and the people are alert when the upper-riparian Chattisgarh 'plans' to build to build 13 barrages / dams across the river, as per its own convenience. Congress and BJP members of Odisha fight for the rights of the lower-riparian Odisha, vehemently.

What is hard for Modi on Indus is easy for Sitaramaiah on Cauvery !

What Mr. Sitaramaiah is merrily doing on Cauvery by snatching away the legitimate share of waters of Tamil, cannot be done by Mr. Modi on Indus waters against Pakistan in spite of his rhetoric. Because, the rights of the lower riparian are older than those of the upper riparian states.

Denying our water in Cauvery a war-time measure, the way India does in Indus !
Dear Tamils,
The truth is that fearing that Tamilnadu would get its legitimate due of major share of Cauvery Waters, Karnataka had, in connivance with the central bureaucrats, seduced Tamilnadu to withdraw the case filed in the Supreme Court.
All the leader of all the political parties of Tamilnadu had agreed to the centre's machinations to withdraw the case, in an all party meeting.
But, the fact was that while the Centre prevented Tamilnadu from seeking legal remedy, it turned a blind eye to the wartime activities of Karnataka to construct illegal dams on its own, without the concurrence of Tamilnadu and the Centre.
It is only during wartimes, water to neighbouring countries are stopped by the nations, which resort to more cruel methods of war, by international standards. Karnataka and the Centre had shown such cruelty towards Tamilnadu, consistently.

Karnataka had been, for the past 40 years, waging war against Tamilnadu, and denying our traditional share of Cauvery waters. The Centre had been partisan instead of umpire.
The British were honest in dealing with the Cauvery issue in 1892 and 1924. Those agreements had been on the lines of the agreement between the riparian states of Nile in the year 1891 and 1925.

Central conspiracy: Placate, prolong and cheat the Tamils on Cauvery !
Karnataka, the upper riparian state was constructing so many dams unilaterally without the consent of the lower riparian Tamilnadu and without the approval of the Centre.
The Centre, instead of remaining umpire, chose to be partisan, by delaying setting up Tribunal and, stealthily, facilitating Karnataka to construct as many dams as it wanted.
The Centre conspired with Karnataka to facilitate it to construct the dams and show it as a fait accompli, in spite of their being illegal structures, while at the same time placating Tamilnadu that it was examining its proposal for setting up Tribunal.
Tamils had been cheated by the diabolical Central conspirators so cruelly.

AP can have more Krishna water, if a separate nation: Deve Gowda !
Mr. Deve Gowda, Karnataka Public Works Minister, had on 03.03.1986, said,
"Andhra Pradesh cannot take any more water than awarded to it, unless it became a separate nation"
He had said so in respect of Tamilnadu on Cauvery Waters dispute when he was the CM of Karnataka.
It was this kind of seditious speeches, inducing the AP people to seek separation, which have caused the present Constitutional tangle.
Denial of legitimate share of river water in Cauvery, is nothing less than a genocidal measure against Tamils of the lowest riparian state.
Karnataka had always been headed by Chief Ministers who were supported by the central bureaucrats even when they threatened the centre. Hegde, as CM, was talking of violent struggle on 11.11.1987.
Tamils must know the mischievous tendency of the Centre and educate the Tamils to know that they are entitled to the same kind of share in the Cauvery Waters, like the other riparian states like AP in Krishna and Godavari, Punjab in Sutlej, Ravi and Beas in India and like the lower riparian nations like Hungary in Danube, Pakistan in Indus, Egypt in Nile, Portugal in Tagus and Douro.
British were just and fair when dealing with Cauvery in 1892 and 1924. These agreements on Cauvery were in accordance with the agreement on Nile in 1891 and 1925. It is only after independence, the central bureaucracy had connived against the Tamils and denied our legitimate share of 489 TMC in Cauvery.

It was 31.5.1972.
The Chief Ministers of Tamilnadu, Karnataka and Kerala signed an agreement in the presence of the Union Irrigation Minister Mr.K.L.Rao.
The agreement read: “The Union Government will assist in arriving at a settlement in six months and, in the meantime, no state will take any steps to make the solution of the problem difficult either by impounding or by utilizing water of the Cauvery beyond what it is at present”.
It was on the basis of this agreement that the Tamilnadu government had, in July 1972, after the unanimous approval of all the political parties as ascertained in an All-Parties Meeting, withdrawn the case filed in the Supreme Court in 1971.
The share of Tamilnadu in the Cauvery at that time as enshrined in the agreement was as per the report of the G.C.Patel Committee. That Report of 1972 was based on the total flow in the river which was 671 Tmc.
That committee had reported that Tamilnadu had been using 489 Tmc. Karnataka 177 Tmc and Kerala 5 Tmc.
The Chief Ministers of all the States concerned had accepted this assessment and that position was allowed to continue pending further discussion.
This was published in all the newspapers then.
What happened thereafter?
How did the anti-Tamil mischief makers and the Tamil cowards work against the legitimate interests of Tamils?
